What is a PPN 006 Carbon Reduction Plan?

PPN 006 is a UK Government procurement policy covering Carbon Reduction Plans for certain major central government contracts.

It applies to central government departments, their executive agencies and non-departmental public bodies. For relevant contracts under the Procurement Act 2023, the estimated value needs to be above £5 million per year including VAT, and applying the policy must be relevant and proportionate to the contract.

Where PPN 006 applies, the contracting authority can require bidding suppliers to provide a Carbon Reduction Plan as a condition of participation.

The plan needs to demonstrate your organisation’s commitment to achieving Net Zero by 2050 and set out your current carbon footprint and the environmental management measures you have in place that will be used when delivering the contract.

In other words, it’s not simply a sustainability statement you can write yourself and attach to a tender. There is specific information that needs to be included.

Do I need a PPN 006 Carbon Reduction Plan? 

Not every business bidding for a government contract will need one.

PPN 006 applies to relevant procurements by in-scope central government organisations where the contract exceeds the £5 million annual threshold (including VAT), and the measure is relevant and proportionate to the contract. It can also apply to individual contracts awarded through frameworks and dynamic markets where the individual contract value is above the threshold.

The tender documents should make it clear if a Carbon Reduction Plan is required.
